On August 18, 2026, the China Concrete InstituteWaterproof Materials Professional Committee compiled the 'Standard for Building Waterproofing Repair and Reinforcement Quantities' (T/CCSW 1006–2026), officially released and effective from October 18, 2026. Published by China Construction Industry Press, it has been synchronized with Guanglianda Construction Cost Cloud Pricing Platform and Xindian Construction Cost Software System Network, enabling online access and real-time data adjustment, providing a unified, reliable, and traceable basis for cost calculation in the market for existing building waterproofing repair and maintenance.
Unlike new construction waterproofing projects, repair, renovation, and reinforcement works are highly fragmented and complex: underground room seepage, exterior wall leakage, roof partial damage, structural cracks and grouting, sewer tank leaks, etc. These typically involve spot repairs, emergency interventions, site limitations, variable conditions, and irregular work sequences. For years, China’s waterproofing repair industry has lacked a dedicated quantitative system, relying instead on experience-based estimates or verbal agreements. This has led to inflated bids by contractors, low prices by construction firms, disputes over project contracts and accounts, cut-rate competition, material substitution, and chaotic practices that hinder industry standardization.
T/CCSW 1006–2026 directly addresses industry pain points, reflecting the unique characteristics of repair projects. It covers typical leakage scenarios including roofs, exterior walls, basements, sewers, drainage channels, water tanks, and more. It comprehensively includes main processes such as crack grouting, emergency patching, structural reinforcement, emergency repair, etc., breaking down work into clear quantities of labor, materials, and machinery consumption. It transforms previously vague repair procedures into transparent, verifiable quantity items. For special cases like emergency leak stoppages, the standard establishes specific pricing rules for unexpected water ingress, nighttime repairs, temporary protection, etc., ensuring reasonable and traceable costs—ending past chaos where repair costs were arbitrary and profits unregulated.
Thanks to integration with the two major mainstream pricing platforms—Guanglianda and Xindian—the standard is no longer just a paper document. Cost estimators can now directly retrieve standard sub-items and automatically generate pricing within software, eliminating manual input and tedious calculations. This greatly improves pre-estimate preparation, calculation accuracy, and review efficiency, closing the final gap between standard documentation and actual project execution.
For different stakeholders across the industrial chain, this standard offers clear practical value. For waterproofing construction companies, it provides strong support for bidding, cost estimation, and on-site settlement—no longer relying on ‘gut feelings’ or subjective quotes. Bidding becomes evidence-based, profit margins controllable, and negotiation power strengthened during contract discussions. For construction units, enterprises, and owners, it delivers standardized price references for early-stage planning, process cost control, and audit verification—preventing last-minute surprises and enabling high-quality, high-value outcomes. For cost consultants and review agencies, it offers a unified industry benchmark, allowing direct retrieval of sub-items from the Guanglianda and Xindian systems for efficient reviews, minimizing disputes and enhancing transparency and efficiency.

In the context of ongoing urban renewal and old neighborhood renovations, demand for repairing and reinforcing existing buildings continues to grow. Waterproof repair has evolved from minor, supplementary work into a critical urban maintenance necessity. The implementation of this standard is not merely a pricing table—it is the foundational stone for industry quality development: guiding pricing back to engineering reality, aligning cost with workmanship, turning the industry away from low-cost, low-quality competition toward 'pay-by-design, pay-by-quality.'
The standard’s launch is just the beginning. To truly realize its full pricing potential, all industry players must jointly promote and apply it, continuously accumulating real-world data and refining it. As T/CCSW 1006–2026 is fully implemented, the building waterproofing repair sector is steadily transitioning from an era of informal pricing into a new phase of standardization, regulation, and rational pricing.
