On August 18, 2026, bythe China Ceramic Societythe Professional Committee of Waterproof Materials, the 'Fixed Quota Standard for Building Waterproofing, Leakage Sealing, Repair, and Reinforcement' (T/CCSW 1006–2026) was officially released and will take effect from October 18, 2026. This standard is published by China Architecture & Building Press and is now synchronized withGuanglian Da's Cloud-Based Construction Cost Estimation Platform and Xin Dian's Construction Cost Software System, enabling online access to quota data and providing a unified, practical basis for cost calculation in the existing building waterproofing remediation market.
Unlike new construction waterproofing projects, leakage sealing, repair, and reinforcement works involve scattered and complex conditions: basement water gushing, exterior wall seepage, localized roof damage, structural crack grouting, emergency tunnel and reservoir water control, among others. These are typically point-based, emergency repairs conducted under restricted sites, high uncertainty, and fragmented tasks. For years, China’s waterproofing repair industry has lacked a dedicated quota system, relying instead on experience-based estimates and verbal negotiations. Clients worry about inflated quotes, contractors fear losses from low bids, leading to frequent disputes during project change orders and audit settlements. Unfair competition, substandard workmanship, and other malpractices have emerged, hindering the industry’s standardized development.
The T/CCSW 1006–2026 standard directly addresses these pain points, based on the unique characteristics of repair projects. It covers common leakage remediation scenarios including roofs, exterior walls, basements, kitchens and bathrooms, tunnels, and water storage tanks, incorporating mainstream techniques such as grouting sealing, flexible patching, structural reinforcement, and emergency response. It breaks down labor, materials, and machinery consumption in detail, transforming previously vague repair processes into clear, traceable quota items. For special emergency projects like sudden water gushing control, the standard includes specific pricing adjustment rules—additional costs for night work, temporary protection, or urgent interventions now have defined billing mechanisms—ensuring reasonable cost allocation and ending the previous dilemma where emergency repair costs were unacknowledged and profits uncertain.
Thanks to integration with Guanglian Da and Xin Dian—the two leading cost estimation platforms—this standard is no longer just a paper document. Cost estimators can now directly retrieve quota items and auto-generate pricing within the software, eliminating manual input and conversion efforts, significantly improving efficiency in budget preparation and settlement review, and closing the gap between documentation and real-world application.
For different stakeholders across the supply chain, this standard offers clear practical value. For waterproofing contractors, it serves as a solid foundation for bid pricing, cost forecasting, and final settlement—no more 'guesswork' in quoting. With reliable pricing data and controllable profit margins, they gain stronger negotiation power when discussing repair projects and processing site change orders. For construction owners, property managers, and clients, the standard provides a fair benchmark for pricing, enabling effective pre-project budget control and ongoing cost audits, helping prevent unreasonable price hikes and promoting quality-based pricing. For cost consulting and auditing firms, it establishes a consistent industry reference—directly pulling quota items from Guanglian Da and Xin Dian software for reviews—reducing settlement disputes and making the audit process more transparent and efficient.

Amid the ongoing push for urban renewal and old neighborhood renovations, demand for remedying existing building leaks and reinforcing structures continues to grow. Waterproofing repair has evolved from a minor ancillary task into a core requirement for urban infrastructure maintenance. The implementation of this standard is not merely a set of pricing tables—it is the foundational cornerstone for high-quality industry development: using quotas to restore true value, aligning prices with craftsmanship and quality, pushing the industry away from destructive low-price competition, and driving a shift from 'price-driven, quality-neglected' practices toward 'pay-by-work, settle-by-quality'.
Standard implementation is just the beginning. To fully realize its value, widespread adoption and active promotion across the industry are essential, along with continuous refinement through real project data collection and feedback. As T/CCSW 1006–2026 is fully rolled out, the building waterproofing, leakage sealing, and repair sector is steadily transitioning from an era of chaotic negotiations into a new phase of standardized, quota-based, and value-driven maturity.
