67.2 Billion: Involving Affordable Housing, Dilapidated Buildings, Urban Villages, and Old Residential Areas Renovation

Driving expanded effective investment and empowering high-quality economic development:

◆ Improving the efficiency of central budgetary investment use. In 2026, central budgetary investment was allocated at75.5 billion yuan, an increase of 2 billion yuan compared to the previous year, focusing on supporting the construction of modern industrial systems,modern infrastructure systems,new-type urbanization, rural revitalization, green development, social welfare, and emergency disaster relief projects. A sound coordination mechanism for central budgetary investment management has been established, enhancing alignment between investment plans and budget disbursements. By the first half of the year, a cumulative total of43.0094 billion yuanhad been disbursed.

Promoting coordinated development of new-type urbanization and rural revitalization, marking new progress in regional and urban-rural coordination:

◆ Continuing support for the implementation ofurban renewal initiatives. Through competitive evaluation, 15 prefecture-level or above cities—including Jincheng, Anshan, and Changchun—were included in the support scope. Central fiscal funding provides fixed grants of800 million, 1 billion, and 1.2 billion yuan respectively for eastern, central, and western regions, supporting key demonstration projects and institutional development in selected cities.

◆ Continuing efforts to advancetraditional village conservation zone construction. Central financial grants are provided to selected counties (cities, districts), with 25 designated in the first batch of 2026 through competitive review, promoting the development of five themed traditional village conservation zones: Huizhou architecture, Tea Horse (Salt) Ancient Routes, Central Plains farming culture, Hakka overseas Chinese towns, and Jiangnan water town heritage.

Strengthening and improving people’s livelihoods, continuously enhancing public well-being:

◆ Enhancingvocational skills training. A mechanism linking vocational training subsidies to employment outcomes has been strengthened, reinforcing the orientation of training for employment. Local governments are guided to integrate relevant financial resources to support the 'Skills Light the Future' training initiative, intensifying training in urgently needed professions and occupations, and cultivating more skilled professionals.

◆ Supportingmodern vocational educationhigh-quality development. A total of31.257 billion yuanhas been allocated to help localities implement differentiated per-student funding systems based on major disciplines, improve educational facilities, promote integration between vocational and general education, and strengthen industry-education collaboration. It also supports the implementation of the plan to build world-class higher vocational colleges and programs in China, as well as the training and development of 'dual-qualified' teachers.__T41____T42__

◆ Housing securitylevels continue to strengthen. In 2026, central fiscal funds for urban affordable housing projects were allocated at67.241 billion yuan, supporting local governments in adapting measures to local conditions to carry out the collection of public rental housing, affordable rental housing, and sale-oriented affordable housing, as well as issuing public rental housing rent subsidies, meeting housing needs for low- and middle-income urban residents, new urban dwellers, and young people. Continued support is provided for renovation of dilapidated urban buildings, urban villages, and old residential areas, eliminating housing safety hazards and continuously improving living conditions. A total of__T48____T49____T50____T51__3.95 billion yuanin rural dilapidated housing renovation subsidies has been allocated to support vulnerable groups in rural areas with housing renovations and seismic retrofitting, ensuring basic housing safety.__T54__

Actively advancing comprehensive green transformation and achieving new progress in building a Beautiful China:

◆ Advancingwater pollution control, with central fiscal funding amounting to25.365 billion yuan, focusing on supporting localities in conducting basin water pollution control, ecological restoration of water bodies,protection and construction of beautiful rivers and lakes, and groundwater pollution prevention, enhancing the health of river and lake ecosystems. The horizontal ecological compensation mechanism continues to be refined, promoting the implementation of a unified horizontal ecological compensation system across the Yangtze and Yellow River basins. The Ministry will work with relevant departments to settle accounts for horizontal ecological compensation funds from provinces along the main stems of the Yangtze and Yellow Rivers in 2025, urging and guiding local governments to complete fund collection. In the first half of the year, the proportion of surface water quality monitoring sections with good or excellent status nationwide reached87.4%, an increase of3.0 percentage points year-on-year.
